To ask the Secretary of State for Health and Social Care, whether the NHS policy of requiring the informed consent of patients, including information about benefits and risks, was applied to patients before they were administered with covid-19 vaccines; and if he will make a statement.

Consent to care and treatment is a regulated activity in the Health and Social Care Act 2008 (Regulated Activities) Regulations 2009. Informed consent must be obtained from all patients prior to receiving their COVID-19 vaccine.
In addition to a discussion prior to the clinician administering the COVID-19 vaccine, individuals can access guides to vaccination which provide details of the vaccine, how it is administered, possible side effects and other warnings and precautions. This may be provided to the individual as part of the vaccination invitation process, is available online or at the vaccination site. For those not legally competent to consent themselves, alternative arrangements are in place to ensure valid and informed consent is obtained.
